If you divorce the characters from the quality of the shows, it basically comes down to how you feel a ship should be run. The reason that Picard squeaks out a victory here is mostly based on his numerous unfair advantages. The Next Generation is set over 100 years after The Original Series.
By 1994, the debate between Picard and Kirk was pretty much over. Picard had already won it. This is hard for some people to believe, but in the early '90s, characters from Star Trek: The Next Generation were much more popular than any Marvel superhero or Star Wars alien.

The Borg were probably the greatest menace ever in the Star Trek series. I have to give it to Voyager. They had to deal with species unknown to humans, and the Borg, and had to do it alone thousands of light years away from any Federation anything. Had to forge alliances with other races to survive.
