Why is there a 3 hour limit F1?
The FIA has amended the 2021 Sporting Regulations to reduce the window in which a Formula 1 race can take place from four to three hours. Formula 1 races – aside from Monaco – take place across 305km and usually last around 90 minutes, with a time limit of two hours.
It can not exceed that time limit due to the fact the cars only have a limited amount of fuel, and they are not allowed to refuel the cars during a race. This limits the distance they can travel, and if they go too long of a period without refuelling, the cars will obviously not be able to run.

Time. A Formula 1 race must last no more than two hours. However, if the race is suspended for a crash or inclement weather, the race can last a maximum of three hours. Formula 1 cars do not get refilled with gas during the race, but instead, they carry enough fuel to finish the entire race.

Transponders on F1 cars allow them to be tracked to within a ten thousandth of a second by transmitting radio waves. Formula One transponders are vital to keeping the race as accurate as possible, with the cars moving at such high speed, no other timing system is up to the task of tracking them.
There's a problem of definition, because if there were no design restrictions there would be no formula, so the car would not be a Formula One car. Existing F1 cars can be configured to do about 240mph, but their biggest problem would be getting round the corner at the end of the straight.

The fastest speed measured in an F1 qualifying session in 2022 was 351.7km/h (218.5mph) by Kevin Magnussen in Mexico, while Valtteri Bottas currently holds the record for the highest speed in an F1 race, hitting 372.5km/h (231.4mph) in the 2016 Mexican Grand Prix.
There has never been an F1 race run in the snow. Snow conditions have occurred during the fourth round of the inaugural F3000 season in 1985. The race, due to be run at the Nürburgring on April 27th, was canceled due to snowfall.

Why is there a fuel flow limit F1?
It would be totally unsatisfactory to have racing based on so many gallons for the race distance, so the only sensible alternative was to limit the maximum instantaneous power. Therefore, some sort of flow-limiting valve, calibrated in fuel/second, was needed.
The flow restriction is designed to cap engine power - without it, teams would be free to burn lots of fuel at certain points of the lap while still adhering to the race-fuel limit.
But typically, an F1 Tyre costs about $2700 per set. So, because an F1 team needs 13 sets per Gran Prix, the total cost of tyres per race per driver is $35,100. However, the teams do not pay for the total cost of the tires; they only pay a flat fee for the season.
The maximum power the MGU-K can produce is 120kW – which equates to about 160bhp. To prevent electric powered super starts, though, its use is restricted at the start of the race to until the car has reached 100km/h. The MGU-K must weigh no less than 7kg and can spin up to 50,000rpm, with a maximum torque of 200Nm.
F1 engines are not rebuilt, but instead are replaced. Drivers are allowed to use three engines a year (and other engine components) under current regulations. A starting grid penalty will be applied to drivers who need to change their engines (or other power unit parts) above the allowed three engines.

Glass bottles or other glass items are prohibited at almost all tracks, and most also don't allow fans to bring in any alcohol.
